PDR Construction – Head Of Finance

PDR Construction Ltd began trading in 1993 and is a main contractor based in Hessle with a satellite London office operating across the UK, undertaking building contracts in most sectors, including residential houses and high rise, retail, both food and non-food, industrial and office buildings, and care home.

Individual contract sizes generally range from £2 million to £25 million. The company directly employs just over 100 staff, and in relation to its operations is a “management style” contractor subcontracting all major trades.

Further Background

The board currently consists of six executive members – the Managing Director, a Contracts Director and a Construction Director who together head up the construction operations, a Commercial Director heading up the Quantity Surveying function, an Estimating Director responsible for new work pricing/tendering, and a Financial Director.

Due to the nature of the industry and how PDR is structured turnover can significantly fluctuate year to year, and most recently has been circa £60 – £80 million. Managing these fluctuations, and the financial impacts of them, is a major part of the role along with the obvious current challenges to trading conditions posed by the pandemic.

Role Overview

We are seeking a Financial Controller/Head of Finance to ultimately replace the current Financial Director who is looking to reduce his full-time commitment with the company and pursue other business ambitions within a private consultancy role. The Head of Finance will effectively be the head of PDR’s financial operations and be responsible for the day to day running of all of the finance operations and associated departments.

Once the new person is in role the intention is for PDR’s current FD to remain employed by PDR on a consultancy basis as business needs require, estimated at circa 2 – 3 days per week to begin with, to ensure continuity of the finance function. This will provide significant scope for a successful and supported bedding in period for the new Head of Finance and accommodate a smooth transfer of the role and responsibilities, which is considered crucial.

The Head of Finance will report directly to the Managing Director and there will be excellent opportunities to progress within the role for the right candidate.

PDR has a relatively small accounts team who process a large volume of purchase invoices and a lesser volume but significantly larger value of subcontractor valuations and payments. Given the small team the Head of Finance role is a mix of some minor hands-on accounts work together with the higher-level information provision that goes with heading up an £60- £80 million business. The Head of Finance will be expected to provide routine and accurate financial information and forecasts, but also provide invaluable and high-level business advice and opinion on all matters concerning the business, not just the finances.

Position Requirements

The role will suit an ambitious and bright qualified Chartered Accountant (or equivalent) who already has reasonable post qualification experience of working in industry in a high-level position, preferably with a construction background or knowledge, or a skillset that can be readily transferred.

Given the small accounts team they must be prepared to get their hands dirty with the day to day running of the accounts department function and equally be prepared to have and offer an opinion on how the business is being run. They must be extremely proficient with accounting systems, especially on Excel, and with IT systems in general, and possess and apply common sense to all situations.

Crucially they should be able to apply sound commercial judgment with decision making across a variety of scenarios that will present themselves throughout the business, which will be regularly called upon.

It would be of assistance if they were up to date with employment law given the HR links of the role and have an ability to understand and read commercial contract provisions and be able to interrogate them and identify risks and/or opportunities.

The candidate will clearly need good people management skills to work with the directors and departmental staff, and, operating in the construction industry, be able to deal confidently with the wide-ranging personalities they will encounter day to day both internally and externally to the business.

Head of Department

Directly manage the Accounts and HR Departments (and to a lesser extent the Buying Department) and associated staff

Assist other Directors with resolution of wider company departmental issues given the financial crossover across the board

Cash Flow Management

Daily bank review

Weekly cash flow forecasting

Cash flow / payment run management – Set levels of and sign off on payment runs within cash flow parameters

Monitor external valuations, invoicing, and cash receipts

Maintain control of recoverable positions against customers, subcontractors, suppliers to ensure recoveries are followed up

Ensure payment requests are properly dealt with and responded to minimise disputes crystallising.

Payroll

Prepare the monthly payroll

Oversee the weekly payroll prepared by the accounts dept

HMRC / NIC / CIS – HMRC return and payment and CIS Return Submission

P46(car) completion

Year End Returns

P11D preparation and submission

Management Accounts

Approve off all overhead expenditure

Preparing and processing depreciation, accruals, prepayments journals, and other month end accounting entries for inclusion in the monthly management accounts

Prepare the monthly Project CVR (Cost Value Reconciliation) summaries

Prepare full Monthly Management Accounts

Full Quarterly Management Accounts preparation and CVR summary completion including review and assessment of reserves on completed contracts

Prepare full year Financial Accounts and all working papers for audit

Preparation of Financial Plan/Forecast with quarterly revisions as required throughout the year

VAT

Quarterly VAT Returns – preparation and submission for PDR and associated companies

Keep up to date with VAT rules to enable correct VAT rates to be applied, especially in relation to residential, relevant residential, and commercial schemes – both on the external and internal subcontract payment side, where standard rated, zero rated or reduced rated VAT may be applicable

Evision Accounting System

Maintain integrity of accounting ledgers (software support and training is available)

Jet Reports report writing / maintaining for all users

Evision standard journal writing / maintaining

Evision software updates implementation

Property

Custom House Apartments (21 apartments owned by the company in Wakefield)

  • Liaise with agent on tenancies
  • Resolve building issues / approve solutions
  • Liaise with management company

Salisbury House Head Office

  • Liaise with ground floor tenant and maintain rent and service charge invoicing

Other properties

  • General advice and liaison with agents, contractors etc. regarding maintenance and/or disposal, tenancies.

Company fleet Management

Maintain and set company vehicle policy

Manage vehicle allocation, contract hires and returns to minimise redundant vehicles

Procure replacement vehicles / negotiate extensions & early returns

Insurance notifications

Manage fuel cards

Human Resources

Oversee HR function and the HR Manager

Lead/help set policies and contract wordings

Oversee/advise on staff recruitments, dismissals, and reorganisations

Finance & Tax Related Duties

Bank facility renewals / negotiate term facilities with the Bank

Manage and negotiate the annual company insurance renewal

Liaise with credit insurance companies (to assist with supply chain credit facilities on PDR)

Company insurance claims management

Surety (performance bond) liaison with brokers

Prepare financial reports for tender submissions and PQQs (Pre-Qualification Questionnaires)

Manage associated companies (PDR Directors Pension Scheme and other dormant but still live companies).

Directors personal tax – assist with self-assessment personal tax returns

Manage the external audit

Private healthcare / Life Assurance renewals

CITB Annual Declaration

Preparation and submission of all Training Grant Claims

Office of National Statistics ReturnsOther various annual subscription/membership renewals
